public entity.

This means:

A place is open to everyone.

For example, cities and municipalities.

Therefore, the website of the City of Offenbach am Main
be accessible.

This applies even when accessing the website on a cell phone.

For this purpose, the rules set forth in these laws and legal texts
apply:

  • Hesse Disability Equality Act.
  • Hesse Ordinance on Accessible Information Technology

The Rules and the Current Status

The abbreviation is B·I·T·V H·E 2019.

The regulations can be found in:

  • Section 3, paragraphs 1 through 4
  • Section 4

The basis for these rules is Section 14 of the
Hesse Disability Equality Act.

This content is not yet accessible

The following content on the City of Offenbach am Main website is not yet fully accessible:

  • Some PDF documents
  • Sometimes characters, images, and photos are difficult to make out.
    This happens:
When the colors are too similar.

Changes made step by step

A number of changes to improve accessibility are being implemented step by step.

These include the following:

Captions
For some images, you can enable captions.
Currently, you cannot yet edit this text.
For example, the position or size.
You also cannot change the color of the text or the background.
Or the font style.
This is being updated:
So that you can customize the text more easily.
So that everyone can read the subtitles equally well.

Operating Instructions
There must be visible and audible text for user guidance.
So that users can understand what the symbols on the website mean.
And how to use them.
For example, for the “X” in the table of contents.
A text must explain:
If you click on the X, the table of contents disappears.
So far, the screen reader only provides the following information:
There’s an X.
But you need to know what that means.
Another example is the icon for the home page.
Here, written and audible information is missing.
So that you know that clicking on the icon will take you back to the home page.

Headings
Headings help users navigate the text.
Currently, there are 4 types of headings.
They have different sizes and meanings.
They are not currently consistent.
Therefore, this needs to be revised for the website:
So that the order of the headings is clear.
This makes the text easier to understand.
And it prevents confusion with the text-to-speech feature.

Text color
The text color in the “Stadt-Werke Capitol” section is not accessible.
There isn’t enough contrast between light and dark.
This makes the website difficult to read.
This needs to be improved.

Images and Symbols
On the Stadt-Werke website, the contrast between light and dark in symbols and images is insufficient.
It’s hard to make out what’s being shown.
This needs to be improved:
To ensure that this website is accessible.
And all the web pages that are part of it.

Error Detection
Some web pages have forms to fill out.
If you leave something blank:
You’ll get an error message.
However, the system doesn’t check:
whether you filled out everything else correctly.
This needs to be improved.

Read-Aloud Feature
There are various functions on the website that you can click on.
But the read-aloud feature doesn’t explain all of them.
For example, when you want to watch a video on YouTube.
This needs to be improved to ensure greater accessibility.
