The city of Offenbach wants to enable broad participation in education. This is why the "Orientation Framework for Educational Development in Offenbach am Main" was created back in 2012. It presents the initial conditions, needs and challenges for education in Offenbach and lists options for action. It is not a detailed "educational program", but the basis for it - a framework for orientation.

The framework will be reviewed after ten years. This was decided by the city councillors in 2022. In a first step, it was evaluated with the Alliance for Education Offenbach. The second step was the education conference, which is to make recommendations for the further development and updating of the orientation framework based on the evaluation results.

The conference also focused on "potential-oriented promotion". This is because the evaluation identified potential orientation as a concept that should complement support criteria such as migration background.

The conference was attended by educators from daycare centres, teachers from schools, extracurricular education and adult education as well as representatives from educational institutions and organizations, educational administration and education policy. Learners and users of educational services were also able to contribute their expertise and experiences.
