Housing subsidy

The City of Offenbach am Main's housing promotion department arranges numerous funding programs from the state of Hesse and the city for private individuals, building cooperatives, investors and housing companies. It supports couples and families in building their own home and people with disabilities in the barrier-free or low-barrier conversion of owner-occupied residential property.

Housing construction companies and private investors benefit from the state's social rental housing programs for new construction and refurbishment as well as the construction of student apartments.

Other programs support the purchase of occupancy rights to vacant apartments or for expiring commitments to existing subsidized apartments.

A new feature is the possibility of funding measures that improve the living environment in and around social rental housing.

Support is also available for private owners and those who would like to become owners.

The task of the funding agency is to provide advice and assistance before and during the application process as well as to review and forward applications to WIBank (Wirtschafts- und Infrastrukturbank Hessen), the development bank of the state of Hesse.

Support programs for private individuals

The city would like to offer families and communal housing projects in particular a long-term perspective for living in Offenbach - here the housing subsidy advises and supports you in applying for the appropriate state programs for a low-interest loan from WIBank.

People with significant disabilities are supported in the barrier-free conversion of their own property. The aim is to enable people with disabilities to live independently at home for a long time.

Acquisition of owner-occupied residential property

Subsidy programs of the State of Hesse for the purchase of an existing or new property and the construction of your own home.

Support programs:

  • Hessendarlehen - New construction (new construction or purchase of newly built, owner-occupied property)
  • Hessian loan - acquisition of existing property (purchase of an owner-occupied property)

Couples, families and joint housing projects that do not exceed the fixed income limits are supported. For example, the upper income limit for a family with two children currently (as of 22.04.2022) corresponds to an annual gross income of around 86,500 euros. If all conditions are met, a family can, for example, receive a maximum loan of 125,000 euros for a new build. The offer could also be of interest to families wishing to settle in the new building areas of Bieber Nord and Bürgel Ost. A loan of the same amount is possible for the purchase of an existing property. In general, you can also apply for these subsidies for leasehold properties.

Experience has shown that two to three consultation appointments are necessary before the actual application is submitted. It takes around six to eight weeks after the application has been submitted before the grant is approved. You should therefore get in touch with the housing subsidy department as early as possible.

Conditions:

  • The borrowing rate of the promotional loan is currently 0.6 percent p.a. (effectively 0.68 percent p.a. ). The interest rate is fixed for 20 years. The loan term is approx. 32 years. (As of 22.04.2022. Current conditions can be found on the WIBank website).
  • Promotional loans are available for 50 percent of the total costs, up to a maximum of 125,000 euros. The development program supplements your loan from your house bank.
  • The application must be submitted before the notarized purchase contract for a property is signed or before construction begins.
    Income is the decisive factor for eligibility. It must not exceed certain limits. At the same time, the applicant must be solvent enough to shoulder the loan. The link below can be used to determine whether the income is below the limit.
  • The size and furnishings of the house or apartment must be appropriate.
  • In the case of housing projects, at least 50 percent of the households must be eligible.

Barrier-free conversion

Support program: Conversion of residential property for the disabled

House and apartment owners - or close relatives living in the property - who need a barrier-free or low-barrier conversion or the installation of a lift in order to live independently and remain in their own home can apply for subsidies from the housing subsidy.

Conditions:

  • Grant of up to 50 percent of the costs, up to a maximum of
  • 5,500 euros for the conversion of the bathroom,
  • 6,500 euros for the installation of an elevator or lift,
  • 5,500 euros for the conversion or installation of a kitchen,
  • 3,000 euros for other measures.

Support programs for companies

The city of Offenbach is not only very popular as a residential location. In addition to private owners, the target groups for housing subsidies include building cooperatives, housing associations and investors who are involved in rental housing construction and want to build, renovate or modernize for people on low and medium incomes or students. The state of Hesse and the city of Offenbach subsidize the creation of living space for disadvantaged households on the market.

The City of Offenbach is very interested in purchasing occupancy rights for apartments available for rent or, as follow-up funding, when existing funding commitments expire.

When creating living space, model projects for communal living can also be supported with increased funding rates for consultation, planning and construction. The prerequisite for this is that at least 50% of the households involved are eligible for funding.

It is also possible to apply to the housing subsidy scheme to improve the living environment of or for properties in which tenants with support needs predominantly live.

The City of Offenbach's housing subsidy department is happy to advise on the selection of the appropriate subsidy program. It also provides support in assessing housing requirements and, of course, in applying for and implementing the specific planning requirements of the subsidy guidelines.

A subsidized loan is an important building block in the financing concept, as it facilitates negotiations with the house bank, which can value the loan and the subsidies as equity.

Currently (as of 22.04.2022), for example, the state of Hesse assumes the full interest rate for the entire commitment period plus a financing subsidy of up to 40 percent of the loan amount in the social rental housing subsidy program.
