Municipal action plan against child poverty

One in five children in Offenbach grows up in poverty - with significantly limited opportunities to participate in key areas of life such as education, health and social affairs. In July 2022, the city council therefore commissioned the municipal authorities to draw up a "Municipal Action Plan against Child Poverty". This gave the city administration the task of developing measures to reduce the consequences of growing up in poverty. In November 2022, the Youth Welfare Office was put in charge of this task. A process involving independent organizations, children, young people and their families is planned.

Child poverty encompasses not only financial and material conditions such as income, but also factors such as access to early childhood development, education, leisure opportunities or health and safety.

Participation atlas - children and young people

Where in Hesse do young people have good educational opportunities, a say and leisure activities?

The "Participation Atlas for Children and Young People" examines the state of school education, leisure activities, healthcare and infrastructure in Hesse. The result: the opportunities for young people depend heavily on where they live.

According to the study by the Berlin Institute for Population and Development, the German Children and Youth Foundation and the Wüstenrot Foundation, there are major regional differences - even within the Rhine-Main region. While cities such as Frankfurt, Wiesbaden and Darmstadt have selective barriers to participation, Offenbach is one of the regions with particularly high barriers.

The study shows: In larger Hessian cities, more young people are growing up in families that are dependent on social benefits. For these children and young people, leisure and educational opportunities are often unaffordable - limiting their participation. Participation means taking part in social life on an equal footing and with self-determination. But not everyone in Hesse has the same opportunities.
