What is an Open Smart City?

Definition
A smart city aims to develop cities in a socially, economically and ecologically sustainable way with the help of modern technologies. However, new technologies can also bring new problems with them. For example, the creation of barriers, risks to the safety and freedom of citizens or disadvantages for the local economy. The Open Smart City offers a solution. In an Open Smart City, urban society works together openly for the benefit of all citizens. It rests on three pillars:
- Open government: citizens are given opportunities to have their say and help shape the city.
- Open data: Data skills should be promoted and data used securely, innovatively and for the common good.
- Open source software: It can be used to be independent of profit-oriented corporations and allow the participation of local stakeholders.

Open Smart City Strategy 1.0
Based on the results of the public participation, the Stabsstelle Digitalisierung has developed the first vision of a strategy for Offenbach. Six fields of action were defined: Mobility, Housing and Living, Cleanliness, Communication and Education, Climate and Environment and Economy. There is a target image for each field of action. The target images describe what the city wants to achieve together with its citizens in the long term. There are specific measures for each target vision in order to achieve the target vision. The measures are to be implemented in the short term within one to three years and supplemented on an ongoing basis.
