Increasing Use of Online Services at the Citizens' Office

In the first half of 2026, the Citizens’ Office received 67,269 applications that were submitted online and processed largely automatically. The most frequently used services were inquiries from the resident registry, with 43,133 inquiries, online applications for absentee ballot materials for the local elections, with 11,733 applications, approximately 5,000 applications for resident parking permits, and 3,868 vehicle deregistrations. During the same period, 63,610 in-person appointments took place at Kaiserstrasse 39.

The increase is particularly noticeable in the number of registration transactions processed through the motor vehicle portal.

With 4,969 transactions in the first half of the year, the extrapolated increase compared to the previous year is approximately 47 percent. In 2025, there were a total of 6,759 transactions. In addition to vehicle deregistrations, the numbers for new registrations, transfers of ownership, re-registrations, and address changes following a move are also rising. Usage of these online services so far is about 27 percent higher than last year. “The regulations allowing drivers to hit the road immediately with a provisional registration certificate are making this service increasingly attractive,” according to the Citizens’ Office.

“The rising usage figures show that our efforts in the area of digitalization are resonating with citizens. Those who can handle their affairs conveniently from home or on the go save time and travel. At the same time, our employees gain more flexibility to provide personalized advice where it is most needed. This benefits both the people of Offenbach and the efficiency of our administration,” says City Treasurer and Head of Social Affairs Martin Wilhelm.

Additional services have recently been introduced to expand the portfolio. For example, residents can now register secondary residences online, and deregistration when moving abroad as well as exemption from the ID requirement can also be completed online. Even though these changes aren’t expected to result in a huge increase in usage, these services are gradually helping to create as comprehensive an online offering as possible.
