Feedback on Carl-Ulrich-Siedlung and Tempelsee

Residents complain that the 50 km/h speed limit is not adhered to and the associated noise, especially in the evening and at night. In connection with this, several people asked whether it would be possible to introduce a 30 km/h speed limit.

Measurements with the side radar have not yet confirmed the subjective perception that people are driving too fast (there are exceptions, of course, but according to the measurements, the vast majority of people keep to the speed limit). In order to make this clear and to raise awareness, we will have one of the smiley signs put up in Brunnenweg for a few weeks.

We are currently unable to comply with the request for a 30 km/h speed limit as the legal framework does not permit this. Brunnenweg is a main road. Here, the introduction of a 30 km/h speed limit is only possible under very specific conditions, e.g. in the case of a proven accident blackspot (several similar accidents) or via regulations such as the noise action plan. As things stand at present, none of these options apply.

Citizens perceive the exit from side streets onto Brunnenweg as problematic. This is due to the trees and (legally) parked vehicles in between. As a result, drivers have to drive so far forward for sufficient visibility that the front of their vehicle already protrudes into the Brunnenweg carriageway.

It is not possible to change the situation in the foreseeable future, as this would require

• either the parking spaces and the trees are removed
• or the Brunnenweg would have to be rebuilt.

The former is neither desired by residents nor from a technical perspective. Neither human nor financial resources are available for the option of reconstruction. Despite the difficult entrance to Brunnenweg, there is no accident blackspot and therefore no urgent need for action.

The measures that can be taken to improve perception are being examined. The re-markings that have already been carried out appear to have made only a limited contribution.

Citizens report that OVB buses are traveling at excessive speeds on Sudetenstraße. It is also unclear why the buses have to drive through this street at all.

The speed at which the vehicles drive through Sudetenstraße was checked. On average, the buses are not traveling faster than 27km/h. More is not possible anyway due to the road situation (parked cars etc.).

The route through Sudetenstraße is needed to turn the bus around and then return to the route via Waldstraße. Unfortunately, there is no other option.

There is a desire for an exercise trail that is also interesting for young people. So far, there is only the senior citizens' facility in the Tempelsee complex. Ideas for locations are: next to the senior citizens' facilities or behind the town hall in the green area next to the Hainbach.

The idea is welcomed in principle and included by the Office for Planning and Building in the topic repository. However, due to the current high workload and the financial situation of the city, a short-term implementation cannot be promised.

Between November 20 and December 5, a total of 17 measurements were carried out over a total of approx. 16 hours and 344 vehicles were registered. There were 27 violations (<8%), 26 of which exceeded the speed limit by a maximum of 15 km/h. One vehicle was measured at 64 km/h.

The speed level can therefore be classified as inconspicuous and unproblematic.

Parking behavior was also checked. Eight warnings were issued here, but only for cars. No illegal parking by HGVs was detected during this period. One warning was issued for parking in a restricted area.

Between November 21 and December 9, the traffic and municipal police carried out daily checks in this area and were able to bring about a significant improvement in the situation on the ground. At present, hardly any infringements can be detected.

The site was sold by the Protestant church to a private residential building investor. A building permit for an apartment building has been granted for the building plot in question. However, as far as the building inspectorate is currently aware, there are no plans to carry out the project. At the beginning of this year, the new owner or interested parties also submitted a preliminary building application for apartment buildings and terraced houses, which was approved. A building application was then to be prepared on the basis of this positive preliminary building permit. The current status of these plans is not known at present.

As part of a building inspection, the building inspectorate followed up the tip-off about the parked construction machinery. It was discovered that a construction fence had been erected and that construction machinery and containers were parked on the site. In a next step, the property owners will be consulted and asked whether this storage is intended to be permanent. If longer-term use is intended, the owners must submit a corresponding planning application. Otherwise, the construction machinery and containers must be removed.

The condition of the Tempelsee pond was discussed at the OB on-site event in Tempelsee, in particular the low water level and possible effects on the water quality. An on-site inspection revealed that the inlet and outlet of the pond are functioning properly. There is no technical fault.

The current low water level is within the normal range of fluctuations for smaller bodies of water that are dependent on groundwater and precipitation. Dry phases in recent years can have a delayed effect on the water level. The situation will continue to be monitored.

A fallen tree was reported in the forest behind the Obermühle inn on a cycle path in the forest. The affected path was no longer passable. The report was forwarded to the responsible tree crew and the forestry department. The response was that the fallen tree would be removed and the cycle path could then be reopened. The clearing of the path has been commissioned.

The limited accessibility of the path at the Bieberbach bridge was addressed. This is due to a stream that has been dammed by a beaver, which means that the area behind the bridge is currently under water. The path was closed off by the environmental agency for safety reasons.

Beavers are subject to strict nature conservation regulations; interventions in beaver dams are not permitted by law. The situation is being monitored and examined by the relevant authorities. A specific date for reopening the path cannot be given at present.

Scrap metal and old electrical appliances are disposed of via separate collection rounds. This can lead to partial collections where bulky waste, e-waste and metals are not collected at the same time. Damage to street signs and insufficiently restored sidewalks were reported in connection with the fiber optic expansion. The responsible department is in contact with Telekom about this and passes on the reported damage collectively for reworking.

As it is not yet possible to specifically identify the damaged street signs, we would ask you to report the exact location so that we can deal with the danger spots in a targeted manner.

Severely wobbling paving slabs were reported in the area of Ostpreußenstraße 32. The report was passed on to the road maintenance department and will be dealt with as a matter of priority.

A coherent complaint was made about the situation in Sudetenstrasse. The issues raised included garbage deposits and cleanliness problems, particularly in the vicinity of a restaurant, disorderly parking behavior by guests, noise and odour nuisance and potholes in the street.

The information was recorded and passed on to the relevant authorities. Cleanliness and street cleaning are being checked; the reported potholes have been forwarded to the road maintenance department and will be dealt with as a matter of priority. Concrete individual reports can be made via the defect reporter.

Carl-Ullrich-Siedlung and Tempelsee are both located in the airport's night protection zone (continuous noise level of 50 dB(A) at night and/or 6 times or more a maximum level of 53 dB(A) indoors at night due to overflights).

The procedure for redefining the noise protection areas (night protection zone and day protection zones 1 and 2) was initiated in 2023 and is currently underway.
