Committees
As it is impossible for the City Council to discuss all proposals and motions in detail in plenary, it forms specialist committees to prepare its resolutions. The committees reflect the composition of the municipal council (parliamentary party strengths) on a small scale.
The tasks, number, membership and composition of the committees are determined by the municipal council. Only the formation of a finance committee is prescribed by law. Like the municipal council, the committees generally meet in public, with the exception of matters to be dealt with confidentially (non-public part).
As a result of their deliberations, the committees make recommendations to the municipal council. In addition, the committee meetings offer the councillors the opportunity to clarify technical issues with the responsible member of the municipal council in a comparatively informal setting (in contrast to an official inquiry, for example). The formation and work of committees is regulated in detail in § 62 HGO.
The City Council has decided to form the following four committees for the 2021-2026 electoral term
HFDB = Main, Finance, Digitization and Participation Committee
USV = Committee for the Environment, Urban Planning and Transport
SOZ = Committee for Social Affairs and Integration
KSS = Committee for Culture, Schools, Sport and Town Twinning
Each committee consists of 13 members, the composition is based on the strength of the parliamentary groups. Parties without parliamentary group status can each send a minority representative. The meeting dates of the committees can be found in the PDF below. There, the HFDB is still listed as the "Main, Finance and Investment Committee (HFB)" and the USV as "Environment, Planning, Construction (UPB)", as the committees were called in the previous legislative period.

In addition, the time and place of committee meetings are published in the Offenbach-Post under "Amtliche Bekanntmachungen der Stadt Offenbach" and the agendas are posted in good time in the entrance area of the town hall foyer.
