City of Offenbach

Summary of the investment results and outlook

30.05.2018

Historic town center

The historic town center is generally perceived as very beautiful, but is not clearly enough recognizable. It should be strengthened and its design enhanced. A few structural changes could help: The historic entrances to the town should be made visible again and the southern edge of the town should be reorganized. A "historic Bürgel tour" and the uncovering of further sections of the historic town wall could serve as measures to improve the recognition of the town center.

In order to improve the condition of the historic buildings, a redevelopment area is to be
be designated. Redevelopment advice offered by the city
could support the owners of historic buildings. The people of Bürgel could share their experiences with refurbishment projects in a local "refurbishment network" and learn from each other.

One of the most frequently discussed topics is the Dalles, the citizens' square. Although it is located in the center of Bürgel, it does not live up to its function as the district's focal point. Citizens of Bürgel have put forward a number of ideas on how the square could be changed so that it could become a meeting place in Bürgel. Gastronomic offerings and leisure activities such as a boules court and water games for children were suggested. The senior citizens' tour also provided a lot of information on how the square could be made barrier-free.

Housing and social structure

Bürgel was generally rated positively as a place to live. However, the price pressure on the housing market also affects Bürgel. Both rents and purchase prices are perceived as high. With regard to the new development areas, there are fears that nature and small businesses on the outskirts of Bürgel will be displaced. Nature is the quality feature of Bürgel. Living space should be created and new development areas gradually developed. Experimental and communal living is to be promoted and meeting places created. Accessibility is to be expanded in the housing stock, in the streets and in the town center. More seating and squares are to be planned.

The clubs in Bürgel are an important part of social life. They support the community in various ways and aim to integrate new residents into the district. Club life should be made more visible, the club network should be strengthened and communication between the town and clubs should be bundled. In Bürgel, there is a desire for more encounters, especially between newcomers (Ei(n) geplackte) and long-established residents. The promotion of street festivals, for example, is one approach to improvement.

Infrastructure and transportation

The traffic situation is quite problematic. Although the streets in Bürgel are narrow, you are allowed to drive 50 km/h in some places. Problems also arise from trucks that do not use the Mainzer Ring as a bypass and disregard the driving ban in the side streets. It is also felt to be problematic that delivery vans and vans "park on" the cycle paths. The village center should be relieved of traffic congestion through traffic calming in the village center and a 30 km/h speed limit on the main roads. Compliance with this should be supported with structural measures. Incentives should also be provided to reduce HGV traffic.

Parking spaces are described as insufficient in Bürgel, especially for residents. The designation of resident and short-term parking spaces is intended to remedy this situation. It was recognized that more parking space contradicts the upgrading measures in the town center. For this reason, the opportunities and possible locations of neighborhood garages should be examined in more detail. Parking space management will be reviewed.

The connection to Offenbach Ost station should be optimized for all road users. Car sharing and/or a bike hire station in the town center can also help to ease the traffic situation. The effectiveness of a cycle lane is being tested. In addition, more bicycle stands are to be installed in public spaces.

Trade

Bürgel's town center still has some shopping facilities, but these are increasingly dwindling. Some Bürgel residents are concerned about the supply options, especially for older citizens. The supply core should be secured. To this end, the banks of the Main are to be connected with the Dalles and Langstraße. One measure to revitalize the town center is to attract visitors to the banks of the Main, some of whom come by bike from all over the region, to the town center of Bürgel. This could be done with signposting to restaurants or as part of the historical tour.

Green / Main riverbank

Bürgel is surrounded by greenery. However, the proportion of greenery in the densely populated town center is too low. The greening of the district should therefore be intensified through various measures. The Reichstag should be designed accordingly and private greenery and greening initiatives should be supported and initiated. Facilities for small children (basket swings and water games) are to be created. Leisure facilities for young people (such as calesthenics poles) are also to be set up. Adolf-Kolping-Platz is currently being redesigned for this purpose, among others.

In terms of climate adaptation, energy-related renovation advice and the promotion of façade and courtyard greening was proposed, which is to be integrated into the development of the town center.

Participation

The citizens of Bürgel responded very positively to the public participation. They thought it was good that they were able to get involved before the plans for the development of their district had already been drawn up. The events were all very well attended, various target groups were given the opportunity to express their interests and needs. This resulted in a broad range of opinions. The question of what can actually be implemented in view of the tight financial situation of the city of Offenbach is of concern to the residents of Bürgel. Financial support from urban development funding would therefore be very welcome.
