Heat action plan
The Heat Action Plan - HAP for short - is intended to prevent illnesses caused by UV rays and heat damage to people. When the DWD issues its heat warnings, severe heat stress is expected for at least two days in a row and sufficient cooling of living spaces at night can no longer be guaranteed. The Office for the Environment, Energy and Climate Protection coordinates cooperation with other authorities and institutions with different responsibilities and in the internal staff group.
The staff group decides which measures are to be implemented. The Office for the Environment, Energy and Climate Protection also provides all stakeholders with up-to-date information. The Heat Action Plan is a measure from the City of Offenbach's Integrated Climate Adaptation Concept.
Everyone can adapt their own behavior. This includes, for example, moving into shaded areas and drinking plenty of fluids. It is also about making people aware of the possibilities. This is particularly important for older people, but also in schools and daycare centers.
Preventive measures include changes to the living and working environment. The heat action plan names representatives of the authorities who, in the event of a heat warning from the German Weather Service, will pass this warning on to specific target groups or initiate specific measures for civil protection. A distinction is made between three types of measures: preparatory, ad-hoc and long-term: these are mostly structural changes.
Preparatory measures prepare for the heatwave: the weather warnings from the German Weather Service are always posted directly on the City of Offenbach's homepage. This is also pointed out in the social networks. An email with recommendations for action is sent to catering establishments before each hot spell.
Ad-hoc measures include closing senior citizens' clubs when it is very hot and appealing to the public to stay in the shade and drink enough on public transport announcements. Long-term measures include, for example, structural measures to provide shade, permanent download options for the brochure "Heat - tips for older people to protect their health" or the recruitment of new stakeholders.
Through the heat action plan, the stakeholders undertake to spread this message within the city of Offenbach through a defined communication cascade from heat warning level I of the German Weather Service and to take measures.
