Public participation in the 2035 transport development plan
How do people currently get around in Offenbach? What works well and what works less well? What should change in the future? The city of Offenbach has discussed this with the people of Offenbach and taken the results into account when drawing up the traffic development plan (VEP).

Traffic development plan and public participation
The Transport Development Plan (VEP) 2035 sets out the strategic principles and guidelines for transport in Offenbach over the next 15 years. The City of Offenbach involved Offenbach residents in the development process using three formats.
From November 24, 2021 to January 9, 2022, citizens were able to use an online questionnaire with an interactive map to comment on the traffic situation in the city, current problems, future wishes and their preferred means of transportation. There was also a project office in the Haus der Wirtschaft until December 2022. There, citizens were able to ask questions on site and provide feedback and suggestions on the process.
In July 2022, interested parties were able to find out more about the transport development plan at a total of five mobility forums in the Hafen, Lauterborn, Bürgel, Bieber and Mathildenviertel districts. Participants also submitted concrete proposals on the topics of local public transport, cycling, walking, motor vehicles and overarching measures.
Finally, the transport development plan was presented at a closing event, the overall process was reflected on together with citizens and a look was taken at the transport of the future in Offenbach.

Results of the online participation and on-site participation in the project office
More than 700 Offenbach residents and around 100 business people took part and gave their feedback on the current traffic situation in the city online or at the project office.
The commissioned planning office and the City of Offenbach had prepared the following questions:
- What means of transportation do you use to get around the city of Offenbach?
- How do you rate your living environment in terms of public transport, footpaths, cycle paths and cycle parking facilities, parking facilities for cars, accessibility, sharing services, road conditions, the quality of public open spaces, parking spaces for delivery and trade businesses and the electric charging infrastructure?
- Looking to the future: Which areas of action are important to you for Offenbach?
- With an interactive map: Where in Offenbach does traffic work particularly well? Where could it run better?
- How do you imagine traffic in Offenbach in 10 years' time?

Results of the on-site mobility forums in July 2022
In July 2022, the city of Offenbach am Main invited all interested parties to take part in the creation of the VEP at a total of five mobility forums in the districts of Hafen, Lauterborn, Bürgel, Bieber and Mathildenviertel in order to engage with local people about the VEP. In a direct exchange with representatives from politics, administration and the offices responsible for specialist planning and the participation process, visitors were able to find out about the VEP, give feedback on the model and make concrete suggestions for measures to develop future transport in Offenbach.
In discussion rounds with stakeholders from politics, science, associations and initiatives as well as various specialist departments of the City of Offenbach am Main, the vision for the traffic of the future in Offenbach was expanded and sharpened with important perspectives based on the results of the online participation.

Background Citizen participation: Shaping the transport of the future together
We are out and about in the city every day. Whether by bike to school, by train to work, by car to the supermarket, on foot to kindergarten or by e-scooter to sports. Our city is constantly changing and so are its transport-related structures and systems. Added to this are influences such as digitalization, the traffic turnaround and the coronavirus pandemic, which have a direct or indirect impact on how we move around - in Offenbach and beyond. New demands and needs are emerging and with them new requirements for transport planning.
How do Offenbach residents experience traffic in the city, how easy is it to get around in Offenbach? What pleases, what disturbs? Are there future visions for a different, new form of transportation in Offenbach? Do the people of Offenbach want to change something? The City of Offenbach discussed these and other questions about the situation and future of transportation in Offenbach together with citizens.
Experts accompany the process
The City of Offenbach commissioned the specialist planning office ZIV GmbH from Darmstadt as experts for transportation issues to draw up the VEP 2035. Kokonsult from Offenbach was responsible for a neutrally designed and moderated participation and dialog process. Kokonsult had already been involved in drawing up the guidelines for citizen participation for the city of Offenbach am Main.
Citizens were of course also involved in the planning and participation process. There were also two accompanying committees: a political steering committee and a project steering group. The latter consists of employees from the specialist administrations as well as associations and societies related to the topic of transportation.
