The Offenbach professional fire department operates a 24-hour shift system. The shift change is at 7 o'clock in the morning.

The employees on duty are divided into three watch groups. The watch groups alternate in shifts, meaning that each watch group has two shifts off after their shift.

Each guard group consists of 35 to 37 employees. This number is necessary as 20 functions have to be filled. In addition, a certain number of vacationers and absences due to training or illness must be planned for. The remaining number of available civil servants is designated as the actual strength. Any surplus between target and actual is issued as "off duty" for some colleagues.

Each watch group is headed by a watch group leader, a fire officer who also acts as watch group leader. The deputy is a senior fire inspector, but without B4 training. The crew reporting to them are civil servants in the middle fire department with the ranks of fire chief, senior fire chief, chief fire chief and chief fire chief with bonus. The rank is determined by the training that the individual colleague has undergone in order to be able to perform the functions required for operational duty. This means that the watch group generally fills all positions on the emergency vehicles and in the control center. The function of platoon leader can also be performed by a colleague from the senior service outside the watch group.
