Fee schedule

Based on Sections 5 and 51 of the Hessian Municipal Code (HGO) in the version dated March 7, 2005, the City Council of the City of Offenbach am Main adopted the following Articles of Association on December 7, 2018:

Article 6 Amendment to the statutes (fee schedule) for the Offenbach am Main City Library dated 07.12.1017

§1 The City Library of the City of Offenbach, based in Offenbach am Main, pursues exclusively and directly charitable purposes within the meaning of the section "Tax-privileged purposes" of the Tax Code.
The City Library is a public, not-for-profit cultural and educational institution of the City of Offenbach and serves general education and information, training, further education and leisure activities. In principle, it is aimed at all citizens.
The statutory purpose is realized in particular through the maintenance of the municipal library.

The following fees are charged:
(1) For the first issue of a library card from the municipal library, including the annual lending fee for the first and each subsequent year:
For adults over the age of 18 (main card): EUR 10.00
For a partner * a partner living in the same household (partner card): EUR 5.00
If receiving basic income support, unemployment benefit I or II, assistance with living expenses and on presentation of a pension certificate, a valid school or student ID card, a severely disabled person's ID card (GdB min. 80%): EUR 5.00
For children and young people up to the age of 18: free of charge Institution ID for employees of cultural, social and educational institutions on presentation of proof of employment: free of charge
For holders of a valid cooperation card from Frankfurt City Library and Neu-Isenburg City Library subject to a fee: Free of charge
For refugees and asylum seekers with proof of refugee status: Free of charge
For holders of the Hessian volunteer card: Free of charge

§2 Additional services
(1) Reservation fees per medium incl. postage EUR 1.00
(2) Foreign lending per media unit incl. postage EUR 2.00
(3) Overdue fines
Processing fee incl. postage (charged per written request to return media) EUR 1.50

§3 Exceeding the loan period
(1) Late fees
Readers over the age of 14: weekly fee per medium EUR 0.50
Readers up to the age of 14: weekly fee per medium EUR 0.25

The maximum limit for late fees is EUR 20.00 for readers aged 18 and over.
EUR 5.00 for readers up to the age of 18.
If this maximum limit is exceeded, the user card will be blocked for further borrowing.
(4)
Fees are due when they are incurred. A written or verbal reminder is not required.
§4
The collection of unreturned media and the amounts of money due in accordance with the fee schedule shall be carried out by means of administrative enforcement proceedings in accordance with the Hessian Administrative Enforcement Act Article 11
Entry into force
These statutes enter into force on 01.01.2018.
