Framework service contract: partial refurbishment of schools and daycare centers by GBM
25.05.2021 – At their most recent meetings, the municipal council and city council decided that GBM Service GmbH Offenbach will continue to receive a budget of two million euros for refurbishment work at schools and 500,000 euros for the repair of daycare centers in accordance with the framework service agreement (RDLV).
This is an annual special budget so that, in addition to GBM's usual maintenance work, more significant partial refurbishment measures and structural improvements can be carried out more quickly.
Work is coordinated with several offices
The work is being carried out in coordination with several departments. Together with the Building Operation and Maintenance Department and the Building Construction Management Department in the Office for Urban Planning, Transport and Construction Management, it was decided that the Friedrich-Ebert-Schule would receive a new heating system and a second escape route in addition to the façade and window renovation. At the Leibniz School, the schoolyard will be redesigned and the toilet facilities in the old building will be renovated. The Humboldt School will also receive new toilets and a new façade. The facade of the Anne Frank School is also due for renovation.
In addition, further refurbishments at other schools can be financed through funding for protection against aircraft noise. Goetheschule and Eichendorffschule, for example, will also receive new windows from these funds. The contracts for the preliminary planning have already been awarded for some of the measures.
Reverberation measures and heat protection in daycare centers
Measurements in selected areas of daycare centers in Offenbach have shown that there are disturbing noises and sound reflections. The costs for the work on the reverberation measures are covered by the budget for the daycare centers and by the regional equalization of burdens.
In addition, heat protection and shading in the outdoor area is planned for daycare center 5 (Frühlingsaustraße 12a). Shading measures are also required for the outdoor area of daycare center 7 (Arnoldstraße 17).
There are provisions amounting to 500,000 euros for the daycare centers. "We now have a total of one million euros available for the renovation work at the daycare centers," adds Paul-Gerhard Weiß, Head of Schools and Construction.
"In addition to the major renovation and expansion projects at Offenbach's schools, the city is once again investing in many other and sometimes not so small, equally important construction measures at schools and daycare centers this year. Due to provisions of around 4.8 million euros in previous years, an additional 6.8 million euros will be available for all these measures in 2021. This can now also be used to finance more complex construction measures such as the urgently needed window and façade renovations."

Outdoor area for daycare center 16 on Johannes-Morhart-Strasse
As a further additional measure, the municipal council and city council have decided to renovate the outdoor area of daycare center 16 on Johannes-Morhart-Straße. This project had initially been postponed to a later date for financial reasons, but can now be implemented earlier than planned thanks to a surplus from the federal government's municipal investment program.
Paul-Gerhard Weiß is pleased that the Wirtschafts- und Infrastrukturbank Hessen (WIBank) and the Hessian Ministry of Finance (HMdF) have already approved the reallocation of funds and the extension of the measures. The renovation of the outdoor facilities will cost 210,000 euros. The costs will be pre-financed by the city, but will ultimately be reimbursed.
"We have not fully exhausted the funding for the renovation of the moisture damage and windows at Kita 12. For this reason, we now have money left over that we can invest in the design of the outdoor area at Kita 16 Johannes-Morhart-Straße," emphasizes Weiß.
New play areas and play equipment
Many parts of the existing outdoor area no longer meet modern daycare standards. The play equipment was regularly checked and maintained by GBM Service GmbH, so that the duty to maintain safety and the safety of the play equipment was fulfilled. However, the existing play equipment is getting on in years and is no longer suitable for kindergarten children aged three to six from an educational point of view.
It is planned that half of the paved areas will be reused and half replaced. Some of the play areas and play equipment will be replaced with new ones.
The inner courtyard will serve as an additional recreational area. It will be equipped with seating elements and a small tree planted to provide shade in midsummer. Robust ground-covering plants and shrubs will be integrated into the existing planting areas. The planting work is expected to be completed by the end of the summer vacation. The new and enlarged daycare building, which has now been completed, was put into operation at the beginning of May.
