Personnel Office

The Human Resources Office sees itself as a service center for the core administration in terms of personnel policy and management. We are also commissioned by the Offenbach daycare centers and MainArbeit. Kommunales Jobcenter Offenbach, we also provide personnel support for their employees.

The main facets of our range of services include

  • the (co-)development of personnel policy strategies and concepts as well as their implementation and safeguarding
  • up-to-date operational personnel administration and support, including pension determination and regulation
  • drawing up the staffing plan including job evaluation
  • Comprehensive management information within the scope of job (plan) management and personnel cost management under budget control conditions
  • a wide range of information, advisory and support services as well as integration and coordination functions relating to personnel
  • the planning and implementation of needs-based training
  • personnel development with the areas of further training, consulting and coaching as well as management qualification
  • organizational development including quality management and idea management
  • active occupational health management with a dense network of service agreements, e.g. dealing with bullying and unfair conflicts, integration agreements, protection against sexual harassment, addiction problems in the workplace, etc.

We carry out our work at the intersection of very different expectations and interests: Service and advice provision on the one hand, regulatory function on the other. In addition, the required limitation of personnel costs as a result of the budget protection measures creates a particular area of tension until further notice.

as defined in particular in the "Quality Management Manual" and in the "Guidelines for Management and Cooperation" of the City of Offenbach, form the basis for the work of the Human Resources Office.

All employees of the Office - and managers to a greater extent - are expressly committed to these goals and principles.

According to our understanding of modern personnel management, it is important to advise and support managers and employees in the specialist departments in a goal-oriented manner. Against the background of often very different interests, this requires intensive communication and exchange processes, which must be initiated and promoted. We pay particular attention to local and supra-local stakeholders. Our customers rightly expect these processes and the resulting outcomes to be implemented quickly and the "day-to-day business" to be carried out routinely and as efficiently as possible. This calls for regular reflection on one's own role as well as training on an ad hoc basis in the face of constant change in personnel management.

Innovative administration can only be achieved through motivated, committed and creative employees who feel comfortable in their working environment. With this in mind, we generally not only promote the professional and personal development of our employees, but also the further development of our health management.
