Urban planning in Offenbach am Main is integrated into a system of supra-local spatial plans that build on each other and gradually translate general development goals into detailed specifications, from the state level to the region and the individual urban area.

In addition, federal and state authorities draw up various specialist plans - for example for the expansion of transport infrastructure - which have an impact on municipal urban planning. The City of Offenbach am Main is fundamentally obliged to adapt to the overarching plans at state and regional level and to accept specialist plans. On the other hand, the state, region and the bodies responsible for specialist planning must involve the City of Offenbach am Main in their planning and take their concerns into account.
The State Development Plan for Hesse (LEP2000) defines the development in Hesse with a view to the objectives and principles that are important for the whole of Hesse. It coordinates the requirements of settlement development, the economy and infrastructure with the requirements of environmental, climate and nature conservation and helps to ensure that the state's natural resources are used sparingly.
The objectives and principles set out in the state development plan establish a number of basic framework conditions for the development of the city of Offenbach am Main, which are then gradually fleshed out by regional planning, land use planning and development planning.
As a "regional center" in the Rhine-Main region, the city of Offenbach am Main is one of the highest-ranking cities in Hesse and is thus designated as an important location for central administrative, economic and cultural facilities. The area of the Main is defined as an "ecological network area". The infrastructure of supra-regional importance includes the southern ring road, the Sprendlinger Landstraße and the Bieberer Straße with the B 448 (in addition to the freeways) as part of the trunk road network and the waste incineration plant. The scale of the map of the state development plan is 1:200,000.
The state planning authority is the highest state planning authority, which is located in the Hessian Ministry of Economics, Transport and Regional Development (HMWVL).
