Motor vehicle: Change registration certificate part II (vehicle registration document)

If there are changes to your vehicle's owner information or vehicle specifications, you must notify your local vehicle registration authority. This applies to:

• Passenger cars
• Trucks
• Motorcycles
• Buses
• Trailers

Vehicle owner information changes if you change your name—for example, if you get married. You must also notify the registration authority of your new address if you move.

Vehicle information or technical specifications change, for example, in the following cases:

• A change in the vehicle class
• A change in engine displacement, rated power, fuel type, or energy source
• An increase in the maximum speed determined by the vehicle’s design
• A reduction in the maximum speed specified by the vehicle’s design, if this is relevant to the driver’s license or registration
• A change in the permissible axle loads, gross vehicle weight, support load, or trailer load
• Increase in vehicle dimensions, except for passenger cars and motorcycles
• Changes to the number of seats or standing room in buses
• Changes to emissions or noise levels, provided they affect motor vehicle tax or traffic restrictions

Depending on the modification, the registration authority will issue you

• new registration documents and
• —in the event of a license plate change—new inspection stickers for your vehicle.

You can visit your registration authority in person or authorize a representative to act on your behalf.

• If available: completed application forms
• A valid identification document, such as an ID card or passport belonging to the vehicle owner; if a passport is presented, a current certificate of residence is also required;
• if applicable, a valid electronic insurance confirmation (eVB)
• Registration Certificate Part I (Vehicle Registration Certificate)
• Valid general inspection and, if applicable, a safety inspection
• if applicable, bank account information or a SEPA direct debit mandate for the collection of the vehicle owner’s motor vehicle tax

For trailers, additionally:

• if available: trailer registration list

Depending on the changes made to the vehicle or owner information, you may need to submit additional documents:

• Moving to a different registration district—vehicle owner remains the same:
  • If a new license plate is issued:
    • Registration Certificate Part II (Vehicle Title)
    • Old license plates for deactivation of the inspection stickers
    • if already available: new (custom) license plate reserved in advance
    • If already available: new license plates
  • If retaining the previous license plate:
    • Registration Certificate Part II (Vehicle Title)
    • Notice stating that the current license plate number is to be retained
• Moving to a different registration district – change in vehicle owner:
  • If a new license plate is issued:
    • Registration Certificate Part II (Vehicle Title)
    • Old license plates for invalidating the tax stickers
    • If already available: new license plate (custom plate) reserved in advance
    • If already available: new license plates
  • If retaining the previous license plate:
    • Registration Certificate Part II (Vehicle Title)
    • Notice stating that the current license plate number is to be retained
• Moving within the registration district—the vehicle owner remains the same:
  • Certificate of Registration, Part I (Vehicle Registration Certificate)
• Moving within the registration district – the vehicle owner changes:
  • If a new license plate is issued:
    • Registration Certificate Part II (Vehicle Title)
    • Old license plates for invalidating the tax stickers
    • if already available: new (custom) license plate reserved in advance
    • If already available: new license plates
  • If retaining the previous license plate:
    • Registration Certificate Part II (Vehicle Title)
    • Notification that the current license plate number is to be retained

If the following vehicle data changes: vehicle class according to Annex XXIX of the Road Traffic Registration Regulations, change in engine displacement, rated power, fuel type, or energy source:

• Certificate of Registration, Part II (Vehicle Registration Certificate)

If represented by a third party:

• Original written power of attorney and identification document of the vehicle owner
• If applicable: the authorized person’s national ID card or passport

Depending on the specific case, the vehicle registration authority may require additional or different documentation from you.

• Administration fee: EUR 12.40
  Transfer within the same registration district and allocation of a new license plate in the event of a change of holder via an i-Kfz portal. This fee is increased by EUR 0.30 for a sticker holder for inspection stickers.
• Administration fee: EUR 26.30
  Change of address after change of residence from another registration district while retaining the previous license plate number with and without change of holder
• Administration fee: EUR 27.10
  Change of address after change of residence from another registration district and allocation of a new license plate - with or without change of holder. This fee is increased by EUR 0.30 for a sticker holder for inspection stickers.
• Administrative fee: EUR 26.20
  Transfer within the same registration district and allocation of a new license plate with change of holder
• Administration fee: EUR 9.90
  Change of address after change of residence from another registration district while retaining the previous license plate number - with and without change of holder via an Internet-based vehicle registration (i-Kfz-Portal)
• Administration fee: EUR 24.20
  Transfer within the same registration district while retaining the previous license plate number with change of holder
• Administration fee: EUR 10.40
  Transfer within the same registration district while retaining the previous license plate number when changing the holder via an Internet-based vehicle registration (i-Kfz-Portal)

If vehicle data or owner data changes, you must inform the responsible registration authority immediately.
