The responsibility of the counties and independent cities is to protect and promote the health of children and adolescents. To this end, they collaborate with daycare centers and schools.

Their responsibilities include

• pre-school health examinations,

• providing information, counseling, and education on health risks and health-promoting behaviors,

• providing vaccination counseling and conducting vaccination campaigns,

• case-by-case counseling for students and teachers,

• counseling for students with disabilities,

• Health reporting.
