Registration information

Anyone can obtain information from the population register via a third party on request. This information is subject to a fee.

Every resident has the right to obtain information free of charge from the registration authority about the data stored about him or her, information about the extended information provided about him or her and about the establishment of transmission blocks.

In the case of extended information, the interest must be substantiated for each individual piece of information or for each individual date.

The request for information must contain sufficient information to identify the person sought so that the registration authority can rule out any confusion. Information will be refused if the person in question is subject to an information block. This can be revoked by the registration authority in individual cases if a credible legal interest (e.g. from creditors) is demonstrated. The full administrative fee is also due if no registration documents are (or are no longer) available for the person in question or if no person can be clearly identified from the information provided by the enquirer or if the content of the information provided is already known.

Since the Federal Registration Act came into force on November 1, 2015, the person requesting information must state whether the information is required for commercial purposes.

Commercial purposes are, for example Address matching, address determination, updating own inventory data, receivables management, advertising, address trading. In principle, the use of population register data for commercial purposes is permitted, provided it is not for advertising or address trading purposes.

For the purposes of advertising or address trading, information from the population register is only permitted if the data subjects have expressly consented to the transfer of their registration data for these purposes.

Consent must be given to the authority requesting the information and must comply with the formal requirements of the Ordinance on the Provision of Information from the Register of Residents. It can also be declared to the Citizens' Registration Office (as the registration authority) as a general consent for one or both of the aforementioned purposes. If information from the population register is to be used for commercial purposes but not for advertising and/or address trading purposes, this must be stated in the request.

If you need the information, for example, because a customer can no longer be contacted at their previous address, please state "address comparison" as the commercial purpose, giving a business reference. You also declare: "I / We do not use the data for the purpose of advertising or address trading".

Information from the population register is subject to purpose limitation. This means in particular that you may only use data that you have received for a commercial purpose for this purpose. The improper use of population register information constitutes an administrative offense that can be punished with a fine.
