Passenger transport - authorization

If you transport passengers in a taxi, a rental car, an ambulance, a passenger vehicle used for regular service, or other vehicles for a fee or as part of a business, you need a passenger transport driver’s license (FzF) in addition to your general driver’s license.

The passenger transport driver’s license is issued for a period of no more than five years and may be renewed upon application for up to five years at a time.

A passenger transport driver’s license is not required for

• ambulances operated by the German Armed Forces, the Federal Police, the police, as well as the military personnel and civilian support staff of other signatory states of the North Atlantic Treaty,
• ambulances operated by civil defense agencies, when used for that purpose,
• ambulances of fire departments and emergency medical services recognized under state law,
• motor vehicles, with the exception of taxis, provided the driver holds a Class D or D1 license.

• Identification card or passport; certificate of residence, if applicable
• Current driver's license
• Certificate of Good Conduct for submission to a government agency (document type “O,” purpose “K09”),
• Certificate of physical and mental fitness, not older than 1 year;
• Certificate of a medical eye examination, not older than 2 years;
• Functional and performance test for the issuance or renewal of a driver’s license for passenger transport, not older than 1 year (covering the following areas: stress tolerance, orientation skills, concentration, attention span, and reaction time). Proof may be provided, for example, by an occupational or occupational health medical report from an officially recognized assessment center for driver fitness.
• Proof of first aid training

For ambulances only;

• If proof of first aid training has already been provided, the certificate does not need to be submitted again.

For taxis:

• Proof of specialized knowledge from the Chamber of Industry and Commerce (IHK)

Before submitting your application, check with the relevant authority to find out how to provide proof of local knowledge.

The fee is based on the Schedule of Fees for Road Traffic Measures (GebOSt).

Initial issuance and extension of a driver’s license for passenger transport: Fee numbers 126.2, 145, 201, and 202.1 of the GebOSt (43.90 euros)

• Additional costs for a certificate of good conduct, if applicable (13.00 euros)
• In the case of an ad hoc fitness assessment, additional fees apply under No. 202.1 (10.20 to 35.80 euros)
• If applicable, costs for the local knowledge test: fees according to GeboSt No. 203 (20.50 to 57.30 euros)
• Renewal of a driver’s license for passenger transport: Fees according to Geb.-Nos. 126.2, 145, 201, and 204 (38.00 euros)
• If a passenger transport license is denied, the fee is determined in accordance with Fee No. 206 of the GebOSt (33.20 to 256.00 euros).

The driving license for passenger transport is issued for a maximum period of 5 years. After that, it can be extended on application.
